President Petro Poroshenko approved a new concept of development of the security sector and defense of Ukraine. About it today, 16 March, reports the press service of the head of state.
It is noted that Poroshenko signed a decree enacted the decision of the Council of national security and defence on 4 March «On the Concept of development of the security sector and defense of Ukraine».
The main purpose of the reform and development of the security sector and defense determined the formation and the maintenance of capabilities that will allow guaranteed to provide adequate and flexible response to the full range of threats to national security of Ukraine, utilizing the state’s existing capabilities and resources.
According to the document, the most relevant in the medium term will remain, in particular, the threat of Russia’s aggressive actions to depletion of the Ukrainian economy and undermining political stability with the aim of destroying Ukraine and the seizure of its territory, the use of military force, as well as technologies for hybrid war; the temporary occupation of the territory of the Russian Federation of the Crimea and further destabilization of the situation in the Baltic-black sea-Caspian region.
Within three months, the government, the security Service, foreign intelligence Service, the Department of public safety must develop a conceptual and programme documents of development of components of the security sector and defense, and within two months the Ministry of defence to amend the strategic defense Bulletin of Ukraine and submit it for consideration by the Council.

The document notes that, together with the advantages of today’s digital world and the development of information technologies now actively disseminated cases of illegal collection, storage, use, destruction, dissemination of data, illicit financial transactions, theft and fraud on the Internet.
Especially draws attention to the fact that modern information and communication technologies can be used to commit terrorist acts, in particular by violations of the normal operation of automated control systems of technological processes on objects of infrastructure. Increasingly common politically motivated activity in cyberspace in the form of attacks on government and private websites on the Internet.
The concept paper notes: «Economic, scientific-technical, informational sphere, the sphere of public administration, the military-industrial and transport complexes, infrastructure for electronic communications, the security sector and defense of Ukraine have become increasingly vulnerable to intelligence-subversive activities of foreign intelligence services in cyberspace. This is facilitated by wide, sometimes dominant, presence in the information infrastructure of organizations, groups, persons directly or indirectly connected with the Russian Federation».
In this regard, it is noted that the purpose of the cyber security strategy of Ukraine is to create conditions for the safe operation of cyberspace, its use in the interests of the individual, society and the state.
The basis of the national system of cyber security will be the Ministry of defense, the State service of special communication and information protection, security Service, national police, national Bank, intelligence agencies.
It is also noted that the strategy envisages a set of measures, priorities and directions of cyber security of Ukraine, in particular, the creation and rapid adaptation of public policies for the development of cyberspace and achieve compatibility with the relevant standards of the European Union and NATO; creation of a competitive environment in the sphere of electronic communications, the provision of services for information security and cyber defence; involvement of the expert potential of the scientific institutions, professional and public associations to draft conceptual papers in this field; increasing digital literacy of citizens and culture of safe behavior in cyberspace; development of international cooperation and support of international initiatives in the field of cybersecurity, including the deepening of cooperation of Ukraine with the EU and NATO.
In addition, the Council instructed the Cabinet of Ministers, together with the SBU, the foreign intelligence Service and by the National Institute for strategic studies approve within two months an action plan for 2016 for implementation of the cyber security strategy of Ukraine to continue to develop and approve these plans every year and report on the status of implementation.
The national security Council decided to establish a national Clearinghouse of cybersecurity as a working body of the national security Council.
